Official enterprise classification brackets

The Small and Medium Enterprises Development Authority uses workforce size and annual revenue to organize companies into distinct commercial tiers. The smallest tier is the micro enterprise, which employs between one and ten workers and generates annual sales below 150,000 Omani rials.

Businesses that expand beyond this scale enter the small enterprise bracket. A small enterprise maintains eleven to fifty employees and annual revenue between 150,000 and 1,250,000 Omani rials. Medium enterprises employ fifty-one to one hundred fifty staff with revenue reaching five million rials.

Because micro enterprises form the numeric majority of registered firms, state policies focus heavily on their early survival. Before starting commercial transactions, every founder must complete digital registration with the Ministry of Commerce to secure an official corporate record.

The Riyada Card and dedicated management

To distinguish active business owners from passive investors, the SME Authority issues the Entrepreneurship Card, widely known as the Riyada card. Cardholders receive practical privileges, including fee exemptions under Ministerial Decision 70/2021 and priority in government procurement.

Qualifying for the card requires full personal commitment. The Omani founder must be dedicated full-time to managing the enterprise and cannot hold an outside salary from another employer. Founders must verify their dedication through enrollment in the Public Authority for Social Insurance.

Under Ministerial Decision 2/2016, civil service employees may request temporary release leave from public administration to establish and manage private enterprises. This flexibility gives state employees an orderly bridge into private enterprise while maintaining institutional compliance.

These contracts provide steady order volumes in industrial maintenance, site services, catering, and technical assembly. Working with major contractors also trains small suppliers to satisfy rigorous quality certifications.

Even with reliable contracts, payment timing presents an operational hurdle. Large corporate clients frequently take several weeks to process and settle invoices. Small business owners must maintain disciplined cash buffers to cover staff payroll and operating costs while awaiting invoice payments.

Workforce regulations and financial risk

Operating an independent enterprise involves balancing regulatory requirements with financial realities. Because founders must dedicate all working hours to their company, they forgo predictable outside salaries and absorb direct household income fluctuations during lean months.

Entrepreneurs must also comply with national workforce policies established by the Ministry of Labor. These mandates include workforce localisation quotas and wage standards that require careful human resource planning. Meeting official rules demands significant administrative attention from small management teams.

Oman's domestic market consists of approximately 5.3 million residents, which naturally bounds local retail demand. Furthermore, commercial banking institutions require strict collateral and demonstrated credit histories before approving loans. Oman Vision 2040 views small and medium enterprises as vital mechanisms for economic diversification. A central objective is expanding private sector capacity to absorb thousands of educated university and vocational graduates entering the workforce annually. In this way, private enterprise serves as a dynamic engine for transforming national commerce.

Targeted enterprise initiatives increasingly emphasize high-value knowledge sectors. New ventures are emerging in digital logistics, aquaculture, solar technology, and refined artisanal manufacturing. Creative craft workshops producing ceramics and frankincense items are modernizing traditional heritage goods for contemporary regional consumers.

To overcome domestic market limits, ambitious enterprises look toward maritime trade. Direct access to international shipping ports in Sohar, Duqm, and Salalah enables small manufacturers to export goods across Gulf and Indian Ocean markets, achieving commercial viability beyond government assistance.
