If you are scratching the surface of something, then you are engaging with it in a very shallow, superficial or minimal way. You are not going into depth or detail.
e.g. This is a huge breakthrough, but we've really only begun to scratch the surface of this area of science - there is a lot more to come.
e.g. The film only scratches the surface of her life. If you're interested in learning more then I'd recommend reading her autobiography.
