This sentence is an example of a false start. This is common in spontaneous spoken English, and happens when a speaker begins an idea and then ‘edits’ it in some way because they decide to express it differently.
In this case, the speaker starts an idea, and then abandons it and starts again. The phrase ‘they just’ at the beginning of the sentence ends up being redundant, i.e. not a necessary part of the final sentence.
Being able to ‘edit out’ and ignore redundancy like this is an important listening skill.
