Time expressions cause frequent confusion because both words appear before nouns like days, hours, or weeks. The word in points toward a specific future point when something will happen. In contrast, within creates a window of time and sets a firm cutoff. When a delivery driver says they will arrive in two hours, expect them around that specific future moment. When a company promises to process your refund within two hours, the action can happen at any minute before that window closes.

Saying that a hotel is within five miles of the airport defines a clear travel radius, whereas in five miles would describe an event occurring after you drive that distance.

In cannot replace within in this context because in does not communicate an upper threshold. Use within whenever exceeding a number creates a violation or problem.
